Does this pallet code US-11228 HT mean it is heat treated wood? If so how long will the heat treated wood resist decay with ground contact?

Hello! I would like to cover the whole back of the garage area with pallets. It’s an 80′ X 9′ alley. I will make a concrete block foundation and heavy black plastic down first. Picked up some free pallets off of Craiglist (I think a medical device mftr) for a compost bin project. They don’t appear to be stamped. The labels/markings that are there are shown in the photos. Any concerns (e.g., toxicity) about using them for a compost bin? Thanks.
